The 5th Anti-War Conference of the Free Russia Forum took place in October, 2023 in Tallinn, Estonia. Participants reaffirmed that Putin's war is criminal and called for unconditional recognition of Ukraine's territorial integrity. They also endorsed all forms of forceful resistance to Putinism by Russians, provided it is not directed against civilians, closing under the slogan "Victory for Ukraine, Freedom for Russia."
