A breaking statement issued on February 28, 2026, in which the NCRI Secretariat announced the establishment of a Provisional Government to transfer sovereignty to the Iranian people and establish a democratic republic. The declaration reaffirmed the principles of Rajavi’s Ten-Point Plan, including rejection of velayat-e faqih (absolute clerical rule), separation of religion and state, gender equality, abolition of the death penalty, dissolution of the IRGC and other repressive institutions, protection of freedom of speech, assembly and the press, judicial independence, autonomy for Iranian nationalities, and a non-nuclear Iran.
