The Federal Aviation Administration has ordered reductions of up to 10 percent in operations at 40 major U.S. airports due to a shortage of air traffic controllers who are working without pay as the shutdown continues. Thousands of flight cancellations and delays have occurred since November 9. Congress is expected to vote as soon as tonight to end the shutdown.
